I got this on an account years ago:
You can not submit your listing due to the following problems

Due to your payment history, your selling privileges have been indefinitely restricted. You can still buy with your account, but we recommend that you learn more about buying basics, but now it can sell

I logged back in today and tried listing and no error and nothing, it let me list, does this go away in time? It's been like 4 years of course.

Very strange.
From my experience those sort of restrictions never go away.
Perhaps because of the length of time involved and the multiple updates over the years it got reset.
Who knows...
