eBay Won't Let me Bid on anything
 

So I created a new stealth account on a new windows VM with a fresh US 24VC VPN. I had browsed eBay without making an eBay account yet twice about a week ago and today I made it's eBay account and confirmed the phone (real TracFone). I started browsing for a bit then tried to place a bid on an iPhone 7 and got this message:

I then created it's PayPal account with a vanilla visa (zip code verified) + the same TracFone and then linked the two through eBay but it still gives the same message whenever I try to bid on anything. I have not yet added a bank account but I don't think that would be what is causing this. Maybe I just tried to bid too soon after creating my account (15 minutes or so into browsing after creating the account). Hopefully this will not affect my selling ability once I try to list my first item in about 3 days.

Has anyone else had this happen? Did it turn out okay when you went to sell?

It does this all the time on new accounts. Even if you place bids for low amounts and you are winning 4 auctions, it won't let you bid on a 5th auction. It's a "security measure". New accounts don't have the privilege to bid freely.

That makes sense but it's strange that it never let me bid at all. It stopped me before I even placed my first bid...

Probably because the accounts is really new.

Because you are trying to bid on a high risk item as your first item and have no history. Go bid on something cheap and low risk like a book, game, clothes, etc.
