can i have the negative feedback removed by ebay if the buyer didn't pay me, the feedback comment was just a question

Yes, just call ebay and let them know.

This is probably one of the only case where they quickly remove buyer's negative feedback

Just open a non payer case and the feedback will be removed automatically once that case is closed in your favor.
