I'm wondering if this would still work to let you neg buyers

Since foreign ebay sites still let sellers neg buyers, maybe you could register on a foreign site in a foreign address. Then after building up feedback you act like you moved to the USA and change your address to the USA. Obviously build up feedback more in the USA by buying before selling.

I know people like from Mexico or elsewhere who register on the USA site and have a Mexico address.

Then basically you list from the foreign site. You might need lots of feedback, a verified paypal account, but then you can list and neg the buyers still for maybe a year or two before ebay ruins things worldwide for feedback.

EDIT: Update, ebay is going to do the change worldwide so nevermind.

I tried this a while ago. My account was suspended pretty quick and they demanded to see my proof of address, id etc. I have delt with buyers that had foreign accounts, for example a guy bought from me and his ebay and paypal was registered in the US but he was residing in France. He was stricly a buyer so being a seller dealing with buyer might be a different story.

Anything can be done in theory. But you would have to be so careful. You
would have to have an o/s address that you can prove, pick a country where the language is English and then be careful with your IP, ISP etc. Like 'luv
