why do some of my feedback allow me to say it arrives on time and others not?

If tracking is added, and it shows that the item was delivered on time - it should restrict you from putting low delivery time ratings.

Muzzie is correct. If an order is shipped with tracking there's no need for eBay to ask if the order was delivered on time, since this is confirmed by the tracking number.
