I canceled the agreement only to have eBay request it again.

You need to have either paypal a credit card or bank account for fees and one of those needs to be set up as automatic paypal

The vanilla pre paid card worked A1.

Once you cancel it, they wont let you use your paypal as a payment again, maybe unless you call. I use this when I want to burn stealth accounts for quick sales

You can cancel your paypal agreement if you want. I did it several times. You can add it again whenever you want. I would agree to the paypal payment, then when it got near payment time I would pay my fees with a pre-paid card before it ever got to bill my paypal.

Can similar ebay fees cause linking of account?

You mean if one account owes 2$ and another owes $2? I highly doubt linking JUST on that - but if both sell same stuff, same IP, etc - sure....other factors play
