paying ebay fees with prepaid card from another country?

I got some EU accounts and want to pay the fees with Prepaid on a few stealths and paypal is locked and can't even pay fees.

It's all stealth info. Is it possible to use a Canadian prepaid card on EU to pay fees just one time?

I'd use prepaid from that country but that country doesn't have prepaid visa cards, or else I'd have someone from there help me out.
