Can you sign up for Managed Payments for individual vs Business

I don't understand why Managed Payments doesn't have a sole proprietor with EIN option. Doesn't make sense. I was thinking of signing up for individual managed payments account but my ebay registered name and birthdate wouldn't match so I guess not.
