Came across this whilst looking for something else ironically

not only can you now self register your account on MP - it will be mandatory in 2021...

Enrolment to Managed Payment is by invitation only, not "self registering."

I've just logged in with one of my sleeper accounts with no sales and it does indeed say what OP wrote:

"Managed payments provides sellers one place to sell and get paid, and buyers more ways to pay.

followed by Register Now Button

"Once you complete registration, your account is immediately activated for managed payments. Your listings will show additional payment methods, and payouts will be sent to your bank account."

You can't self-register, you can only express interest. I want to register my account for MP asap but all i can do is express interest and i don't receive any email or message from ebay notifying me about anything.
The link you posted just redirects to https://www.ebay.co.uk/help/home which is a support page.
