Bait for switch or not required?

I got this message in my eBay messages today. This account was created 2 months ago and started selling one month ago. About 25 transactions and $300 in sales.

Under selling section, also shows Getting paid on eBay has changed
Update your account details now to ensure there is no interruption to your selling.

Do you think this is required or only just a coupon to try to get people to convert? It seems like it is required for me to switch by 5/11.

I already made one account MP with switching to all real info so I know the process just interesting they are offering a coupon for it too.

I wouldn't do it just for 10 dollars on a coupon. In the past, deadlines for registering have passed without any penalty.
