hello, I want ask will funds be held for 21 days for new accounts in Managed Payments on eBay as it did with PayPal before?

Really depends on the shipping method. Untracked post is 21 day, while Fedex instantly changed funds availability to a couple days after estimate delivery.

MP use 30 days hold but release after trackabel delivery to buyer
