Telephone number
 

Is it obligatory that the telephone number is from the same country as the ebay/payoneer account? Can I use for example Bulgarian telephone number to create a ebay/payoneer account in a different country than Bulgaria? If not how do you get around this issue?

You dont have to no but I personally would think it is best if they do match

As a paranoid and perfectionist, yes I would match the phone number to the country for sure

I would do the same but where can I find a provider of foreign telephone numbers? Can I use platforms like voip or IP telephones?

The vast majority of VOIP services will lead to a quick suspension.
That being said - these small countries are not monitored as closely so it could be possible to use those. There are several providers out there for international numbers. Look them up - google is the way to go.
