Can I link someone else bank account to the payoneer account ?

Hello guys, can I link someone else bank account to my payoneer account to withdraw money? My main ebay account is suspended and I want to buy a stealth account with payoneer, so can I withdraw money from that payoneer or send to mine? Thank you!

if you have access to that payoneer, you should be able to withdraw

Names dont need to match but bank has to be added in a certain section to allow them to withdraw without the names matching.
