I bet you his IP address is flagged! Essex/Norfolk: Man from Colchester wanted over Gumtree and Ebay fraud totalling £21,000 - News - East Anglian Daily Times
He is wanted by officers in both Essex and Norfolk for fraud totalling £21,000 with at least nine victims.
Norman Fowler, 36 was last known to be living at Propelair Way, Colchester, but also frequents the Norfolk, Humberside and London areas.
He is described as white, 6ft 1ins tall, heavy build with brown eyes, short dark hair and a trimmed beard. He has a Yorkshire accent and a mole on his right cheek.
He has used a number of alias names including Nick Bradford and Jason MacCormack.
Anyone who has any information about his current location is asked to contact Pc Emma Richardson at Maldon Police Station on 101 ext 412102 or ring Crimestoppers on 0800 555 111. |

Is there a certain amount they go after cause I know it happens a lot,even happened to me a few years ago $250 item and ended up with a box of rocks. Of course PayPal refunded me but do they then go after seller or just right it off?? |

PayPal DON'T as a rule report negative balances to local law enforcement.
Whenever you see people in trouble, it's not because PP have reported.
A headline "Man wanted for £21000 scam on eBay" etc etc has so much negative publicity for the brand, and it's hugely unlikely they'll get the money back anyway.
They'd rather spend their time fighting against fraud with new technology.
That'll make more £££ in the long term.
I had my regular (checking account as you USA guys would call it) debit card fraudulently used recently for over £4000. The bank here in the UK didn't wish to report to the police, and when I made the call to local police they wouldn't even listen to me because I wasn't a victim because I'd been refunded by the bank. The bank were the ones out of pocket, they had to report (which they were not prepared to do).

But taking in thousands of dollars and not delivering, selling thousands of dollars worth of counterfeits, or using other deceptive techniques probably WOULD be reported.
Once law enforcement gets a hold of a case, what they do with it is up to them. eBay and PayPal don't "go after people" so to speak, that is left up to the whatever arm of law enforcement the case is referred to. And how they choose which cases to pursue isn't advertised anywhere. So, nobody can tell you it is safe to defraud people up to X amount.
