Although payoneer is not a bank. This is the closest I find to a bank. I have contacted most banks in the US and the general consensus is that you have to be in the country with a local address to sign up for a bank account.

If you have a solid cash and you are ready to make a huge deposit(20-25K) to your new international bank account, then you are welcome to open an account in almost 99% of the banks in Europe and UK.
