Maybe on forum have guys from Lithuania who can provide VCC with BIN Lithuania, or any service for buy this VCC ?

Did you try to get in touch with sellers in the marketplace?

Sellers don't have Lithuania BIN, only Loadoo (Gibraltar) and Malta (Entropay)
I think need guy from Lithuania, who can open 1 vcc for me, because very hard find this vcc.

Were is NO way opening account without a passport in Lithuania

Very hard find VCC Lithuania BIN , Why u don't try with normal VCC ?
Many my customer used , It worked.

On this time security system blocked vcc from different counry:(

i have same problem
I already added Gibraltar (loado) card on Lithuania account and have error" We can't send payment right now" I calling in paypal and customer support reply me you added card from other country and secure system PayPal not allowed send payment please add Lithuania country card in account then you don't have any problems for send. Maybe who added card long time ago, then it working fine.

You could make a Paypal account in Latvia or Estonia for example, these countries accept VCC ok, if it's a stealth account then I can't see any downsides compared to making accounts in your own country. IP would be different, but from my experience won't cause Issues
