Is it possible to open ppal account in one of the countries allowed to withdraw to card and making withdrawings from atm in other country without limitations?Is it master card accepted for withdrawing?

Cashing out money from ATM has nothing to do with PayPal. Once you have withdrawn from your account to the card, you can do whatever you want with the money in there. PayPal will not know.

MASTERCARD is accepted at least for PayPal Italy.
