Ebay & PP created/verified in EU country to use in UK later

Im currently visiting Latvia (EU country) so wonder if anyone would advise about new accounts (ebay with pp)opening while here? Is it possible to create/verify both accounts here (using legit local address) just for long term purpose for those accounts to be in full time use as seller account later in UK?
any views/advise much appreciated guys!
