Withdrawin from pp italy to card didnt work

Hi!
Well Tried to withdraw from pp Italy to a reloadble prepaid MasterCard The card had to be registred to work and THE adress was in Finland, cant register it elsewhere, Paypal denied withdrawing after 5days( we cant verify that The card is yours) My Quest is: is it becoz of The adress or cant withdraw from pp to a card issued in an other country in general?
What are My chances to withdraw The money? Im not in Italy :/
Is it possible to withdraw to a VCC?
