Changing the country of residence

Does someone try to change the country of residence with a stealth eBay account? From UK to US etc.
Is it a manual procedure? Or is it possible to avoid cautions?

You can do it, but you'll need to call in. So make sure everything is in order, as they may review the account when you call.

It is a manual procedure, but smooth so long as everything is in order.

Please tell me, is it possible to change the registration address of the UK / US account to a Russian address? And later, join the Russian paypal to this account?
