How is PP account registration in Europe
 

I am from Russia and in order to verify the account and increase the limit, you need to go through passport data verification, you need to upload a scan of your passport and wait for the verification, it usually takes from two weeks to 1 month.
You can use your account without verification, but the limit will be about $ 500
Question:
1. How is registration and account verification going in Europe, for example in Italy?
What data and documents are needed?
2. Is it possible to link a Bank of another country and a different name?
For example Paypal data region country Italy name 1 bind a bank card Region Russia name 2
And calmly withdraw money on it?

Account registration works like any other country. You need a good VCC or CC, phone number (EU or UK will do) and you are set.

As far verification is concerned you have to submit Italian ID and as far as I am aware takes 2 weeks more or less. This is required when you hit 2000€.

I successfully added a US Payoneer bank account but that was years back (stil working tho').
I am using Italian banks or CC to withdraw so I do not know how works for other countries banks.

I want to clarify
1. The question is
Will I be able to attach my personal bank card to the Paypal account, which will be registered to another person? His data will simply be used.
2. Is the account considered fully verified only after verification of the identity card or immediately after registration and linking a bank card?

1. I have stealth Italian account and I was able to attach and withdraw to my Ukrainian card (well, only $60 as for now...)
2. In EU they do not ask for verification immediately, only after you hit a limit 2500 euro. Then you should provide your ID and utility bill. I've used Ukrainian ID without permission for living, it was ok.

What kind of ID is usually required, a passport or a driver's license?

I'm not sure if they have driver's ID option, maybe only national ID card or passport.
