Philippines Paypal

Dear All, I came across a vendor selling Philippines Paypal accounts verified with docs etc. As I'm not in the Philippines, he suggested to buy a proxy at proxy-seller.com
This site however doesn't have Philippines proxies. The Paypal vendor then suggested to buy a Sri Lanka proxy, mentioning that he's not in the Philippines either, but creates and sells Filipino Paypal accounts from Sri Lanka. This for me is totally weird.
What are your thoughts on the above?

It is normal, if there is no your country proxy. i think 24vc have Philippines VPN, you should check

Thank you for the info. My point is: don't you think it is strange these guys open and access Philippines based accounts from another country, without using any proxy. This goes against all I know about Paypal rules and stealth Paypal strategies.

Paypal does not do business with all countries,eg Pakistan.
not sure about Sri Lanka

my srilankan friend use philphines pp too, you can use as long as you dont are doing small business. It still run risk of limitation but lessor due verification methods in such countries.
