Can I ship a product from UK to UK if my paypal is US based
 

Simply put: I've got an old aged/verified US PayPal that I've sold on before and was wondering if I'd be able to ship out a product to a UK customer from the UK, as opposed to from the US?

Would that work.

To make this a bit simpler:

Customer X wants to purchase from Seller Y (US based account), Seller Y is based in UK and wants to ship product from UK, would this work?

PayPal US told me that it would need to be shipped from the US, but idk if the rep was misinformed. Anyone able to clarify.

I thought that all US eBay accounts are converted over to MP?

She is not selling on Ebay.
Your US PAYPAL account would be an US $ account and should enabled to accept foreign currencies,its address would be a US address.
By shipping from UK to UK,there is a problem with tracking if someone files INR?
You will be asked to prove delivery by entering a tracking number and Paypal wll go to USPS (which is US POST OFFICE) to see the tracking results,but it will get an error message that the tracking number is invalid or not found,so you will lose the dispute.
This is what I think will happen,some one may have better idea

I don't see a problem with it, Paypal are a payment processor, how your run your business aught not be be of their concern.

It wouldn't have been an issue back in the ebay days, can't see why it would be a problem now with any other business venture as long as you're not jerking the system like using Friends and Family etc

Paypal US telling you where it needs to be shipped from is silly - you can ship from UK

PayPal USA have options for couriers for all over the world though? It's not just USPS/FedEx/DHL etc?

The issue here is where does Paypal go to look up your tracking number?if you are using a US based PAYPAL account,it will assume you are shipping from USA.If you provide a UK post office number,it would not find this tracking number on USPS website,if you ship Royal Mail,it would not find it on USPS website.
I dont know about DHL,AND OTHER private carriers,does the tracking indicates where is the origin?UK,USA,Somalia?
Also if you have a US Paypal address,what is your return address in case the buyer file a dispute and instructed to return the item?Paypal expects you to enter a US return address.
There was once a seller who has a PAYPAL account based in Netherlands,he moved to JAPAN and sold an item in Japan ,the buyer wants to return the item and file a dispute with PAypal , he instructs the buyer to return it to JAPAN and buyer did and upload the tracking.
But PAYPAL never release the payment as it said the tracking is invalid when it goes to Netherland post office to verify the tracking number.
The seller finally has to refund the buyer from his bank account and let the dispute expired .

Yes, you can ship from the UK even though your PayPal account is US-based. PayPal's concern is usually about tracking information matching the transaction to protect both buyer and seller. As long as you provide valid tracking information that shows the item was shipped from the UK to the UK customer, it should work. The location of the shipment origin isn't usually a problem, it's whether the transaction can be tracked to a delivered product.
