Just confirm your bank account in PayPal, then link it to your eBay.

As Elijah said, yeah linking your verified Paypal to eBay to e/b should do the job.

From then on keep hitting you monthly limits every month, send your goods out fast, obain good DSRs, and e/b will eventually give you higher selling limits.
