Creating foregin accounts with us ip
 

IS IT SAFE TO CREATE CANADA/UK EBAY/PAYPAL ACCOUNTS WITH A US IP,
I WANT TO CREATE FEW ACCOUNTS TO STORE AS BACK UP
IN WHICH LATER ON I WILL USE WITH VPN.

NOW WILL I BE ABLE TO CREATE THE ACCOUNT WITH A US IP?

my ip changes every time when i reset so im good with that

I don't think so. They'd probably ask you to confirm your address or something.
I think it would be safer to create the accounts under the VPN.

It is NOT safe to create UK EB/PP from a US IP address.

VPN's are NOT recommended either.

Your questions indicate to me that it will be a good idea to read around the subject before you dive into this.

Or you can engage authorised US based EB/PP A/C sellers on here that can provide you with ready made US backup A/C.
