Paypal in Pakistan

Hello,

I am from Pakistan and I am new on this forum. Paypal does not operate in Pakistan. Can anybody guide me what can I do to have a paypal account to receive and make payments?

Get an IP? But I have heard that Paypal still detects that a ⊗⊗⊗⊗ IP is being used and penalizes the Paypal account. I have heard such cases in the past..
