Hi I want to create and verify a new EU paypal account in Romania, not using a real bank or a real card

You can use a VVC instead of a real card, as for the bank account, I am unaware of anything akin to the US VBA's (Lucky Yanks), but if you search the forum Romania may well have something.

Romania does not have an actual country site, you register on another site and give a romanian address.

Your only option for a verified Romanian account is a real bank, or maybe search for Romanian prepaid cards that have an IVAN number

On PP site, with a light search, you can find how every platform (.com, .au, .ca, etc.) verifes the account. I am sure Romania is on it - all the best.

I'm on the same thing.

How to get my account with confirmed shipping address? RO is near my country, so the same situation.

When I pay to some seller or pay just an invoice, they see my Unconfirmed address in red, I see that as well.

As I can see for US/UK/CA accs PP sends manually a letter to the address with some unique code that need to be put into the PP form and then to be verified. Another way is using a VPS card (I think?), so don't know if I purchase from somewhere and AVS Visa card, add it onto my acc and then to get my address to be confirmed?

About VBA, haven't added any, maybe it's useless. I've added into my PP acc so far 4 x Visa (real) cards with my address there as well (there is no such thing like "AVS" in my country, as well as in 90% of the countries in Europe).

The Irish (UK's) PP Customer Service by phone told me that this is not available for my country PP accs - to confirm the shipping address, not available for RO accs as well.

Curious why it's not available for IT accs when they have both IT accs in Italian + eB country site + IT customer rep service o,O.
