Only USA has ssn check?
 

Only usa people has ssn? Paypal ask it only for usa accounts so?
So, i'm italian, i could prefer to buy an uk paypal account right?

Paypal only asks US members for SSN, but they do have different verification methods depending on where the account is base, ie bank account, credit card, phone verificaton

UK paypal accounts have the £1900 anti-money laundering limits to be lifted.

All EU countries have the same ( different amounts)

USA accounts have SSN requirements and tax matters.

If you operate in Italy OP, besides the anti-laundering law, you will need UK IP

To operate a UK account you need a UP IP address. Its pretty basic. Wouldnt make any sense to operate a UK account with an IP address belonging to another country now would it? it would raise a major red flag and almost certainly get you suspended.

explain what you want to do.

There's a lot of work to be done to run an account in a different country.

paypal/ebay want accounts to look like they are really in the country of registration.

Hence paypal UK would have an UK IP to access the account.

If you want to appear to be in the UK, then you will need a UK IP address, also a UK street address and a UK phone number. I don't know what they use in the UK as their equivalent of the American SSN, but most countries have SOMETHING. I know that Canada calls their a "Social Insurance Number" but they have banned it for use by businesses. The SSN came to be the primary identifier for Americans by circumstances. It was never meant to be used for everything it is used for.

You forgot something a bit important too.....

A means to get your funds from sales like a bank account.
Seems a trend that users want to make foreign accounts but never think of this.

UK have a National Identity Number. Dont go there with that one though. It's a hassle.
