No.

I'm not sure if a French Paypal is verified by vcc or local bank account but I know for certain it can't be verified with a US bank account.

Verify it with a VCC, 3V works great for French PP and euro come to that.

Depends on the country.

Many allow verification with a VCC only.

What needs clarification?

We are talking about a specific country. France is one that can accept a VCC.
