French paypal verifying problem

I bought new vps,new gmail account,everything new,this is the third time,whenever i bought a vcc and attached it to verify the paypal,the account get limited asking for proof.
Has anybody ever try to verify french paypal,why is it always when i put the vcc in the account it gets limited,i try 3 different supplier who sold vcc.
I cannot get past the verifying part.

If the VCC cannot verify the address it wont work. I verified French PayPal with a VCC fine

If could help, me and other Italian "stealthers" can verify Italian Paypal with a AVS from Xenix. He can be found in the Marketplace.

I do not guarantee it... it was working 2 months ago.

Techincally you are attaching the incorrect 'virtual card'.

You should be using an AVS card. That's what you need. This fits the Address Verification System needs.
