Verifying a stealth paypal account to lift limits

Hi there, recently I created a stealth ebay and paypal account and now I got a message from paypal requesting a proof of identification and address. Since this is a stealth account I do not have such documents. Does anybody provide the service of producing these documents at a fee?

I would really appreciate your help.

P.s. This is not a uk based account. I am based in malta (EU).

It is wiser not to post these requests in the open forum but get in touch directly with sellers in the marketplace area and see what they can do for you.

well marketplace seller only provides VCC

Yes I comtacted sellers in the market place but they only provide these services for US or UK accounts. this is why I posted here.
