Bascially the Consumer Court says paypal treated its customers like mushrooms and keep them in the dark....

it remained largely in the dark.
It was referring to paypal's behaviours in dealing with customers (especially) after accounts were limited permanently.
Trying to read the claim first then I'll post up a translation.
