I'm using a russian cashback site that requires me to have a russian paypal account in order for me to get my money.
How should I open an account? VPN? Or maybe somebody selling a Russian paypal account?

You would want to use a Russian IP

You may also want to look into how you would cash the money out of the PayPal afterwards as well

Yes sounds like it's going to be a lot of work to get your cashback, you will likely need Russian bank and VPN, any alternatives?

When setting up Russian PayPals you have to put your name in cryllic lol it's tough just to make them. I'm not sure if they have 21 day holds but if they do then you'll most likely need to verify the account and confirm your identity to send money.
