EU PayPal withdrawal and verification

Hi

Just curious, can I fully verify EU pp account with a vcc and without a bank account? Also, those countries that allow pp card withdrawal, does it have to be European card? Can it be Russian card for example? Thanks

Nope. You would need a valid bank account attached. :)

You can verify EU PP account only with the credit card. (not sure about UK)
Italy, Luxembourg, France etc... PP's can be verified without a bank account.

ozkann is right, some EU accounts can be verified without bank account attached.

EU is too generic PayPal works differently from country to country.
