MC011 restrictions that are lifted = strong accounts?

Just a question, if an account gets hit with one of these and manages to crawl its way out of it, does that mean its mostly smooth sailing ahead?

In other words, since we got flagged once but surpassed that flag, is our account considered "lower risk"? Or am I just wishful thinking :)
