In all reality, 99% of the time it's the seller that bans themself.

All my bans were a result of me being dumb and thinking eBay can't tell me what I can sell. :)

Bot in most situations. Imagine the time it would take for a human to review all these accounts and ban them

It depends on the reason for limitation...

Some are bot based.

Some are bots that flag your account for review, and a human intervenes to decide what action to take.

Others are by way of human intervention.

So many people report listings; competition, "do gooders", or just people with way too much time on their hands.

A single report is unlikely going to do anything. However if there are many, depending on what the reason(s) are, age of the account, what you're selling, etc they might take action.

There's just too many variables to consider. There is no hard/fast rule when it comes to eBay.

Definitely both. Sometimes a manual review is triggered and somebody will have a good look at your selling history. A PayPal limitation will sometimes get eBay to look through your account.

Who bans people on ebay ? Machines/Robots or Humans ?

There's a big, heavy set unshaven guy named 'Biff' who sits in the basement of the San Jose location watching porn, drinking beer, and deciding who to ban while he waits for his next video to upload.

His robot dog 'Banner' types in the actual ban order on command.

So both.
