Noob question about new eb account

Few days Ago I have bought uk ebay+paypal 100/3500GBP account from stealthaccts.com

I read quick guide, there is written that I need confirm my bank account in paypal. What about if I want to withdraw money by Virwox and do not have uk account ? Could I list items with out it?

Also I have question about acc description on stealthaccts.com :
"(EU) RECEIVING LIMITS LIFTED: NO"
what does it mean exactly?Could my acc seller help me If I reach it ?

You can list items without a bank account attached.

The eu receiving limit is a yearly limit of £2000 ish. Once you receive around £1650 you will be required to send in photo id etc your account seller may be able to help.

Finally new accounts are restricted to how mich they can bid on. Buy it nows should go through fine.
