Automatic payments problem...

so I just made an brand spanking new ebay and paypal. did instant confirm on the paypal account. but heres the problem when i go to list it says setup automatic payments and I click paypal and its telling me to add VCC why?!?!? when I already have a verified bank attached? its never done this before? should i wait a day or so? thanks guys!
