Does Ebay track paypal accounts based on email, or other?

I had my ebay account permanently suspended the other day. The paypal account is still fine though. If I changed the email address on the paypal, would I be able to use it on a new ebay account?

I'm just thinking of doing something similar with the same goal.

I will add another email and use it on ebay to see if with that I avoid suspension of the account by association.
