I think its pretty clear this account is dead and gone. No way to appeal it,
Time to move on. Get the stealth guide and get to learning how to get back on ebay.

Not possible to appeal. It seems the account is permanently limited.
If it's a new account, i recommend just create new accounts, and move on.
