i did not pay seller fee so if i pay it may they open my account?

NO. It says you are Your eBay account has been suspended indefinitely.
whether you pay or not, the account cannot be restored.

It's up to you if you will pay or not. You got the funds because of eBay, and now you're not paying the fees :D

That account is dead, it is no more, it will never be an Ebay account again

Pay if you wish but that account will not be trading again
