So I get this when I try to sell on ebay

PayPal is the easy, safe way to pay your selling fees and accept credit card and bank transfer payments from your buyers.
Credit or debit card
Pay for your seller fees with your Visa, MasterCard, Discover, or American Express card.
Bank account
To keep eBay a safe place to buy and sell, proof of identity (with a credit card) is required to use a bank account to pay your fees.

cannot use credit card since my real name and address is associated

cannot use bank account since it states that they also need a credit card (alto never used with suspended acccount assuming they cannot get my name and address from the account #)

paypal is great but it then asks for a phone # verification

can i use my phone # associated with suspended acct? probably not and i dont work so no office phone and no cell phone

AND I cannot sell the same things I sold on my suspended account? so i sold textbooks and theatre tickets so i cannot sell any textbooks or any theatre tickets

also my main email may be associated with my suspended account so i can never open it again on the pc that i use my new ebay account?

FINALLY does the IP tell where you are located (e.g. i live in l.a. but put a new york 212 ⊗⊗⊗⊗ number and address on my ebay and paypal accounts)
