eBay How to Setup Hotspot

So I'm having questions on how to setup the mobile hotspot and whether I'm doing anything incorrectly. Someone here once asked "Does the hotspot need to be created with a cell that has no links to previous ebay accounts?" and someone responded "Yes" but I'm not sure what this means or how its relevant.

If you're setting your hotspot to your mobile phone data and not connected to your Wifi, why would it matter whether the cell has any links to previous ebay accounts and how would you prevent that? I feel like that's what may be getting my accounts limited.

as per my experience if you restart your phone or even switch on and off the airplane mode it will give you new ip
