New eBay issue started to happen recently

I am unable to create seller account. Usually after adding payment method and confirming your phone by received SMS with code on it. after doing that your seller account will be ready.

However now, after entering the code. I get this error message:

Unfortunately, we're unable to verify your identity. To learn more, you can contact us.


anyone else having this issue?
