Has anyone ever submitted a banned ID before on a stealth account and been successful with it? (i mean an ID that was previously used on an ebay account that was suspended a long time ago).

I've been through every single word of eBay's terms and conditions - there isn't ANYTHING that I've done wrong. (BUT... the terms and conditions are quite pathetic - they leave themselves so many open clauses and vague rules - which is great if you need to screw a seller or buyer. BUT... this won't stand up in a court of law.)
