In my country, everyone's information is on the internet, such as birthday, adress and even persons in household.
Paypal has office in my country, and customer serice speaks our language.
So if you create account, they can check on the internet to confirm your personal information.

In this case, how to create stealth accounts?

As the poster above said, if you don't tell us the EU country (with EU standardised privacy rules it must be said) then I dont see how you can expect help.
