Post eBay Suspension evasion

I am wanting to create more eBay accounts on my Mac after multiple of my previous ones have gotten suspended. If I clear cookies and history and use a VPN I am wondering if my previous accounts will be linked to my new ones. I have used my personal account on this Mac and it has all of my info on it. I am wondering if I have to do anything else besides getting a VPN to avoid these new accounts being linked to my old account with all of my personal info. The reason I don't want any of my new accounts being linked to my personal one is because my friend had to make 100+ accounts because they kept getting banned and eventually eBay sent him a email with all 100 accounts listed along with the time they were used and the devices they were used on. My friend was forced to pay a $500 fine to eBay and was permanently banned from using the site. Will clearing history and cookies along with using a VPN on the same computer keep my new accounts that I am making from getting connected to my old account with my personal info on it?

Just wondering what is the $500 fine that he was "forced" to pay?

I call BS on that , ebay doesn't email you all that data, and if they did. It was a mistake, and i'd love to see it.
