Can I use new real info at an address w/suspended account?
 

I have a restricted Ebay account (buy only) with my real info at my real address. Suspended for Vero. My wife's info has never been used. Can I create a new eBay account at our "restricted" address with her info? Will they get linked and automatically suspend her? Of course I'll get a new IP/vpn and bank account.

or should i just buy a new stealth account, change name and then register for MP with her real info?

I seriously don't understand how eBay lets a newly created account change its name. That seems so suspicious. Are they really letting this slide?

The address could get you linked.
You can use a family member's address or a PO box to avoid any potential issues.
