Yes but it all depends on why you got suspended. Some are easy as paying past due fees, others like VERO are going to be a lot more difficult. Nothing is impossible with eBay.

Yes, if not permlimited. Pay fees, be happy. However, sometimes easier to build new one - cheaper and no bad flags in it.

It depends on the reason for limitation, no matter what the account will be watched more carefully as it was already limited once
