About eBay store is restricted

I just met a person on other forums, claiming to can help me recovered a store that was permanently suspended by the platform, and showed me some of the stores he had restored. But I need to buy an encryption software from him. But I don't know how this encryption software works. Have you ever met a similar service provider? Are these service providers reliable?
